Understanding Pre-Rolls
Ready-made and convenient, which is exactly why quality varies so much. What separates a good one from a bad one.

In brief
A pre-roll is ground cannabis flower rolled into a paper cone ahead of sale, usually half a gram to one gram, sold singly or in packs in regulated states. Quality depends on whether it contains whole flower or shake and trim; infused pre-rolls add concentrate for higher potency. Regulated labels disclose weight, THC and batch data. Pre-rolls are marijuana under Idaho law and are illegal in the state.
This page is educational. It does not sell, promote or recommend any product, and it is not medical advice. Cannabis is illegal in Idaho. Descriptions of products and regulations refer to states where adult-use or medical cannabis is legal.
What a pre-roll is
A pre-roll is ground cannabis flower rolled into a paper cone or tube ahead of sale, usually with a paper or glass filter tip. In legal states they are one of the most popular product categories because they require no preparation and are sold in small amounts, typically half a gram to one gram each, singly or in multipacks.
What goes inside
The biggest quality question is the flower. Some pre-rolls are made from the same whole buds sold loose on the shelf; others use shake and trim, the smaller pieces left over from packaging, which can be perfectly good or noticeably harsh depending on the source. Reputable producers say which on the label. A pre-roll priced far below the equivalent weight of flower is usually a trim product.
Infused pre-rolls add concentrate, such as kief, hash or oil, to raise potency well above plain flower. They are marketed to experienced consumers and are labeled as infused in regulated markets, with total THC content listed.
How legal states regulate them
Pre-rolls are tested and labeled like flower: potency, contaminants, batch and license numbers. Packaging must be child-resistant and carry the state's warning language. Multipacks list the net weight of cannabis and the number of units. Some states cap the amount of concentrate that can be added to an infused pre-roll or require additional labeling for it.
- Net weight of cannabis per unit and per pack
- Whole flower, shake/trim, or infused, when disclosed
- Total THC, and added concentrate type for infused products
- Child-resistant packaging and state warning statements
- Batch, harvest and packaging dates for freshness
In Idaho
Pre-rolls are marijuana under Idaho law and are illegal to possess, buy or sell. Rolling papers and filter tips are legal to buy, but Idaho's paraphernalia statute applies when they are used with a controlled substance. This page describes the category for readers following Idaho's policy debate and is not a guide to obtaining anything.
Frequently asked questions
